Programme Manager for Lobbying and Advocacy in the South Caucasus (m/f/x)

Your tasks:

  • You will actively drive forward lobbying and advocacy work in the areas of child and youth welfare and inclusion in order to strengthen these initiatives in the long term. The focus will be on promoting projects in the areas of youth work, volunteering, home nursing and inclusive education.
  • You promote networking between partners and programs - both within the Caritas network, at national level with other NGOs, and internationally in the context of exposure visits and consultations.
  • You organize the preparations for the international Caritas Home Nursing Congress, which is planned for 2026.
  • You support the partner organizations in their organizational development processes and contribute to the sustainable strengthening of their structures.
  • You accompany and support the administrative program work of the BMZ-SSF programs. This includes support with reports and applications as well as with procurement processes, personnel matters and checking receipts.
  • You accompany the cooperation between Ci and the project partners, in particular during public relations trips, exposure and study trips.

Your profile:

  • You have completed a degree relevant to development cooperation and have at least 3 years of relevant professional experience in the field of lobbying and advocacy.
  • You have sound consulting and training skills, preferably acquired in cooperation with local partner organizations.
  • Knowledge of social work is an advantage.
  • You have experience in program or project management, ideally in PME or PCM.
  • You have applied business management skills, particularly in the area of accounting for externally funded projects.
  • You are business fluent in German and English.
  • You identify with the goals and content of Caritas Germany and church development cooperation and can support them convincingly. You can operate appropriately in a church environment.
  • You are an EU citizen or Swiss national.

Caritas Armenia (AC) is a long-standing partner of DCV with extensive experience in promoting social structures. As an implementing partner, AC is involved in the further development of concepts and the establishment of dual training programs in cooperation with ministries and local authorities. AC also works directly with the beneficiaries. The focus of its work in Armenia is on child and youth welfare, home nursing care and the inclusion of children with disabilities.
